‘Dear Accounting Officer’ letters provide advice on accountability, regularity, propriety and annual accounting exercises. This letter sets out the main points from the Foreign & Commonwealth Office Accounting Officer’s scrutiny of the ECHO 2 Connectivity Programme, a major government programme.

The FCO Accounting Officer, Sir Simon MacDonald, sent the letter to the Chair of the Public Accounts Committee, Meg Hillier MP, on 21 February 2020.
