1. Action: Individualised Learner Record (ILR) R14 2015 to 2016 and ILR final claims 2015 to 2016

The Individualised Learner Record (ILR) R14 data collection window for 2015 to 2016 will close tonight, Thursday 20 October, at 6pm. If you are due to make a return for R14, you must submit your data to the Hub.

All Education Funding Agency (EFA) ILR signed final claim reports for 2015 to 2016 should be returned through EFA Information Exchange and the funding out-turn value must match your final ILR submission.

We will use R14 data for all commercial and charitable providers (CCPs) to update the funding reconciliation values previously determined from your ILR R13 data. We expect to issue revised R14 CCP reconciliation statements by the end of November. Where appropriate, these will show planned clawback recovery in December. We will also update responsive growth values after receipt of all R14 data and final claim returns which remain subject to EFA budget affordability.

2. Information: Condition Improvement Fund (CIF) 2017 to 2018

The Condition Improvement Fund (CIF) 2017 to 2018 is now open for applications.

CIF is an annual bidding round for single academy trusts, smaller multi-academy trusts (MATs) and sixth-form colleges. It’s mostly allocated to schools to address a significant condition need with a small proportion allocated to high performing academies and colleges to expand (to address overcrowding or create additional places).

We’ve updated the Condition Improvement Fund page on GOV.UK with refreshed guidance about the application process and the timeline of activities for 2017 to 2018.

We’ve also updated the CIF portal IT guidance and added short, step-by-step videos to help you make an application and upload your supporting evidence.

If you’re applying to CIF for the first time you must make sure that you have registered to use the portal by 5pm on 30 November 2016. The deadline for all applications for CIF 2017 to 2018 is midday on 9 December 2016.

3. Information: institutions providing free meals in further education (FE) support to students in 2016 to 2017

All institutions that submit an ILR and are providing free meals in further education (FM in FE) support to students in 2016 to 2017 are advised to ensure the data they submit at R04 is full and complete.

The R04 ILR data collection window opens on 1 November 2016 and closes on 6 December 2016. We will use R04 data to calculate 2017 to 2018 FM in FE allocations.

For providers that submit an ILR, if you do not include data in your R04 return you may find nil FM in FE allocation at the start of 2017 to 2018.
