This explanatory memorandum is about a proposed European Commission delegated regulation supplementing the existing ‘framework’ regulation 2018/858 which sets the type-approval requirements for road vehicles, and sets the process by which type-approvals are issued and the obligations for manufacturers, member states and the Commission to ensure ongoing compliance.

It was submitted by Baroness Vere, Parliamentary Under-Secretary of State, Department for Transport.
