Details

This report provides a review of different approaches to emissions measurement and reporting and the decarbonisation outcomes they support. It sets out:

  • the mechanisms through which emissions reporting leads to decarbonisation
  • the factors influencing the effectiveness of emissions reporting in driving decarbonisation
  • the challenges associated with emissions measurement and reporting for public sector organisations

The report makes 5 main recommendations to help overcome the challenges to, and increase the effectiveness of, emissions reporting in driving decarbonisation in the public sector.

The research was carried out by Energy Saving Trust for DESNZ to support our work to deliver new emissions monitoring and reporting guidance for the public sector. It was conducted through a systematic review as well as qualitative research with representatives from public sector organisations and emissions reporting experts.
