This report is the final evaluation of the employer ownership of skills pilot: round 1 which began in 2012.

It covers 36 pilot projects and examines the use of public funds in raising skill levels, including:

  • surveys with employers and learners
  • secondary analysis from the Labour Force Survey
  • depth interviews with employers, learners, providers and other stakeholders
  • case study research on 10 tracked projects
