National Offender Management Service (NOMS) and the NHS field tested the PIPE approach between April 2011 and March 2013. This research employed a qualitative observational approach to identify the key enabling features of the PIPE, as observed by staff, offenders, and objective observers, in order to develop and refine the PIPE model through the field test stage and inform future roll-out
