The Environment Agency has applied to the Secretary of State for Environment, Food and Rural Affairs for a licence.

The Environment Agency is giving notice of this application in accordance with Section 37 of the Water Resources Act 1991 and Paragraph 2 of Schedule 2 of the Water Resources (Abstraction and Impounding) Regulations 2006.

The application is for a new transfer licence from the River Avon to the Summerlock Stream at Blackwell Hatches, Salisbury River Park, Salisbury, Wiltshire as part of the Salisbury River Park (Phase 1) Scheme.

Further details of the proposal are: to replace the existing sluices at Blackwell Hatches at National Grid Reference: SU 13855 30897 with two gravity fed pipes, each of 750 millimetre internal diameter, controlled by penstock sluices to support flows in the re-designed Summerlock Stream. Modelling has shown that at low to medium River Avon flows additional flow may need to be abstracted into the Summerlock Stream, downstream of the new wetland being created, to fully support its remaining habitats, species and amenity value. The typical support required is 130 litres per second, but the maximum flow the proposal could abstract is 398 litres per second. There is no intention or requirement to provide support at high and flood flows when the penstocks will be closed down or shut completely.
