Introduction and purpose of the guidance
1: This guidance sets out the details of the Skills Bootcamp funding system for learners starting on or after 1 August 2023 on Skills Bootcamps under contracts with the Education and Skills Funding Agency (ESFA) that began on or after 1 August 2022.
2: It explains how we will calculate funding for organisations receiving funding from ESFA. Partner employers may also find this information useful to help understand how employer co-funding will operate.
3: This guidance does not apply to Skills Bootcamps that started before 1 August 2022; these will continue to be funded for the full duration of the Skills Bootcamp under the methodology in place before this date. For information on earlier Skills Bootcamps funding, please see your contract documentation.

Understanding our terminology
6: The terms ‘we’, ‘our’, ‘us’ and ‘ESFA’ refer to the Education and Skills Funding Agency.
7: We use the terms ‘you’ or ‘provider’ to refer to any organisation holding a contract for delivery of Skills Bootcamps through which we directly route funds.
8: ‘DPS’ is the dynamic purchasing system.
Changes from version 1 of this guidance
9: We have added information throughout for the new Heavy Goods Vehicle (HGV) Skills Bootcamps. See the HGV Skills Bootcamps general information section for more information. HGV Skills Bootcamps payment details are in a separate section because they are funded differently to all other Skills Bootcamps. We have made it clear in each section of this guidance whether it applies to HGV Skills Bootcamps or all other Skills Bootcamps.
The data we use to calculate funding
10: You give us information about learners and their learning using the ILR. We use this information to work out the funding you have earned for delivering this learning.
Funding rates for all Skills Bootcamps
11: The total funding rate that you can earn per learner for each Skills Bootcamp was set during procurement based on the bid you made. You can find this rate per learner in your contract documentation. This rate was negotiated for each Skills Bootcamp that you are contracted to deliver, so the funding you receive may differ with the type of Skills Bootcamp you deliver.
12: For information about what you can spend the money you have earned on, please see the funding rules.
13: The funding rate for a Skills Bootcamp which applies at the start of the programme will continue to apply for the duration of the programme.
The earnings method for all Skills Bootcamps
Prices for all Skills Bootcamps
14: You must identify the correct Skills Bootcamp a learner is undertaking, by recording the ‘Contract Reference Number’ in the ILR that matches the contract reference number held within your contract for that Skills Bootcamp.
15: The ‘Contract Reference Number’ will be formatted similarly to the example below, split into 3 elements by 2 short hyphens:

16: You may have multiple contract reference numbers if you deliver multiple Skills Bootcamps. You must ensure you record the correct one for each Skills Bootcamp to ensure you receive the correct funding. This will ensure we pay the funding against the correct contract.
17: The price for a Skills Bootcamp that we will use to calculate your funding will be the full price for the Skills Bootcamp before we consider any co-funding requirements by an employer. See the Co-funding for all Skills Bootcamps section for more guidance.
Total payments for all Skills Bootcamps
18: We apportion a Skills Bootcamps price over its duration, depending on the contract type and if it is an HGV Skills Bootcamp or not. Please see the following tables for an overall summary. For a list of HGV Pathways, see paragraph 41. We cover each type of payment in more detail in the next sections.

Non-HGV general Skills Bootcamps information
Non-HGV qualifying period for funding
19: To be counted as a ‘funded start’ a learner must meet both of the following criteria:
a) the learner must be enrolled on a Skills Bootcamp, represented by a programme aim in the ILR, for at least the qualifying period
b) the learner must be in learning, represented by a learning aim with the ‘Skills Bootcamps – Subject Learning’ category in find a learning aim (FALA) (category code 62), for at least the qualifying period
20: We show the qualifying period for Skills Bootcamps learning funded through the ILR in Table 3:

21: If the learner takes a break in learning and then returns to learning on a Skills Bootcamp, in order to pass the qualifying period at least one of the learner’s programme aims and at least one of the learner’s learning aims in the ILR should last as many days as described in Table 3.
22: For example, on a DPS competition 1 contract the learner has not qualified for funding if they withdraw or take a break in learning from a Skills Bootcamp after 13 days in learning, then return for only another 13 days of learning. They need to have 14 days consecutively.
23: If the learner leaves before the qualifying period for that Skills Bootcamp, you will not earn any funding. If you have already earned funding in a previous month before you recorded the ILR ‘Learning actual end date’, we will reclaim the funding in the month you record the ILR ‘Learning actual end date’.
Non-HGV start payments
24: We calculate a start payment for a valid start on a Skills Bootcamp according to the proportion defined by the contract type shown in Table 4.

25: You will earn this payment when you record a learner in your ILR as either:
a) continuing in learning, by recording a ‘Completion Status’ using code 1
b) completing their learning after the length of their qualifying period, by recording a ‘Completion Status’ using code 2
c) withdrawn from the Skills Bootcamp after the length of their qualifying period, by recording a ‘Completion Status’ using code 3 for a permanent withdrawal or code 6 for a break in learning
26: You will not earn the start payment if the learner withdraws before the end of the qualifying period. We will recover the start payment from you if you record a withdrawal after we had already paid this for a learner in a previous month, this will be in the month you record the withdrawal.
27: We can only pay start payments up to a fixed point in your contract duration. For the final date you can earn any start payment, see your contract.
28: You will earn this funding for the month of the ‘Learning start date’, even if this month is different to the month when the qualifying period ends. For example, if the learning starts on 29 October, the qualifying period would be met in November, but the funding will be earned for October as this is the month the start date falls in.
Non-HGV completion payments
29: To earn a completion payment for a learner, the learner must meet the qualifying period (as described earlier) and both criteria a and b:
a) the learner must have completed a learning aim which is recorded in your ILR and has the ‘Skills Bootcamps – Subject Learning’ category in FALA (category code 62)
b) the learner must have either of the following criteria:
i) completed a learning aim which is recorded in your ILR and has one of the following categories in FALA:
- Skills Bootcamps – Offer of an interview (category code 57)
- Skills Bootcamps – Offer of a new role or added responsibilities with existing employer (category code 58)
- Skills Bootcamps – Receipt of plan from learner to acquire new self-employment opportunities or contracts (category code 59)
ii) an achievement date and outcome recorded against a programme aim in your ILR representing an outcome eligible for the outcome payment milestone (as described in the funding rules).
30: When you meet these criteria, you can record the Skills Bootcamp programme aim as complete.
31: We calculate a completion payment for successful completion of a Skills Bootcamp corresponding to the proportion defined by the contract type shown in Table 5.

33: We can only pay completion payments up to a fixed point in your contract duration. For the final date you can earn any completion payment, see your contract.
34: You earn the completion element when you record a programme aim with a ‘Learning actual end date’ in the ILR and you record the ‘Completion status’ using code 2 (‘The learner has completed the learning activities leading to the learning aim’).
35: You will earn this funding for the month of the ‘Learning actual end date’.
Non-HGV outcome payments
36: We calculate an outcome payment for a successful outcome of a Skills Bootcamp corresponding to the proportion defined by the contract type shown in Table 6.

37: We will only release this when the learner completes their learning on the Skills Bootcamp as defined by paragraph 29 and an outcome has been achieved as described by the funding rules.
38: To earn an outcome payment for a learner, the learner must meet both of the following criteria:
a) the learner must have achieved an outcome eligible for the outcome payment milestone (as described in the funding rules). You record this by adding an ‘Achievement date’ to the latest applicable programme aim in the ILR and you record the ‘Outcome’ using code 1 (‘Achieved’). You must also record the ‘Learning actual end date’ and a ‘Completion Status’ using code 2 (‘The learner has completed the learning activities leading to the learning aim’)
b) the learner must have achieved this eligible outcome as described in paragraph 38a above within 6 months of completing their learning as described in paragraph 29
39: We can only pay outcome payments up to a fixed point in your contract duration. For the final date you can earn any outcome payment, see your contract.
40: You will earn this funding on the later of these dates:
a) the month of the ‘Achievement date’
b) the month of the ‘Learning actual end date’
HGV Skills Bootcamps general information
HGV pathways
41: These are the different routes for HGV drivers based on their experience and desired qualifications. The recording of HGV Transport manager Skills Bootcamps follows the process set out in the non-HGV general Skills Bootcamps information section .
- Pathway A – Novice to Cat C
- Pathway B – Novice to Cat C, then Cat C+E
- Pathway C – Novice to Cat C, then Cat C+E, then additional elements
- Pathway D – Cat C to Cat C+E
- Pathway E – Upgrade to ADR Packages/Tankers
- Pathway F – Upgrade to ADR Packages/Tankers + PDP
- Pathway G – Back to Wheels Refresher into previous existing category
- Pathway H – Back to Wheels Refresher into upgraded category (Cat C to Cat C+E)
HGV qualifying criteria for funding
42: To be counted as a ‘funded learner’ they must meet both of the following criteria:
a) the learner must be enrolled on a Skills Bootcamp, represented by a programme aim in the ILR
b) the learner must be in learning, represented by a learning aim with the ‘Skills Bootcamps – Subject Learning’ category in FALA (category code 62)
43: The calculation does not apply a qualifying period for HGV Skills Bootcamps.
HGV start payments
44: The start payment only applies to Pathways A, B and C. The start payment percentage for these pathways is in Table 7.
45: You should ensure the learner has passed all eligibility and suitability checks before recording them in your ILR data. To receive the start payment, the learner must also be able to provide proof of an HGV Provisional Licence, which you should record in the ILR when you have this through a learning aim. See Appendix A for more information on the learning aim reference to use to record this.

HGV mid-course payments
46: This payment applies to all HGV pathways. The percentage payment, of their total price, is different depending on the pathway. See Table 8 for the percentages.

47: The conditions to receive the mid-course payment are:
a) for pathways A, B and C, we need confirmation that the learner has met each of the following elements:
i) they have completed the practical training
ii) they have completed the learning aim Z0009541 – HGV Part 3b of the driver certificate of professional competence: On-Road Driving. This is indicated in the ILR by recording this learning aim with a Completion Status of Completed. If the learner passed the test, the learning aim should be recorded with an Outcome of Achieved. If the learner did not pass the test, the Outcome should be Not Achieved
iii) the learner is required to pass the theory test before taking the practical test (paragraph 46b), and therefore we do not collect information in the ILR to indicate the learner has passed their theory test
b) for pathways D, E, F, G and H, we need confirmation that the learner has successfully completed the relevant training
HGV completion payment
48: This payment applies to all HGV pathways. The percentage payment, of their total price, is different depending on the pathway. See Table 9 for the percentages.

49: To earn a completion payment for a learner, the learner must meet both criteria a and b below, irrespective of which HGV Pathway is undertaken in addition to the specific requirements detailed at paragraph 50:
a) the learner must have completed a learning aim which is recorded in your ILR and has the ‘Skills Bootcamps – Subject Learning’ category in FALA (code 62)
b) The learner must have either of criteria i or ii:
i) completed a learning aim which is recorded in your ILR and has one of the following categories in FALA:
- Skills Bootcamps – Offer of an interview (code 57)
- Skills Bootcamps – Offer of a new role or added responsibilities with existing employer (code 58)
- Skills Bootcamps – Receipt of plan from learner to acquire new self-employment opportunities or contracts (code 59)
ii) an achievement date and outcome recorded against a programme aim in your ILR representing an outcome eligible for the outcome payment milestone (as described in the funding rules
50: The specific requirements for each HGV pathway are set out below. Where a learner has passed a test, we expect that learning aim to have been recorded in the ILR with an Outcome of Achieved. If the learner took multiple attempts to pass a test, we would expect a learning aim to represent each attempt, with Outcomes of Achieved or Not Achieved, particularly for pathways where the initial attempt (whether a pass or not) triggers a mid-course payment:
a) for pathways A, B and C, we need confirmation of both of the following elements from the learner that they have:
i) passed the learning aim reference Z0009541 – HGV Part 3b of the driver certificate of professional competence: On-Road Driving
ii) achieved the learning aim reference Z0060442 – DfE Skills Bootcamp – HGV: Part 4 of the driver certificate of professional competence
b) for pathways D and H, we need confirmation that the learner has passed the learning aim Z0009541 – HGV Part 3b of the driver certificate of professional competence: On-Road Driving
c) for pathway E, we need confirmation that the learner has passed the learning aim Z0060440 – DfE Skills Bootcamp – HGV: ADR (dangerous goods) exam
d) for pathway F, we need confirmation that the learner has passed each of the following elements:
i) Z0060440 – DfE Skills Bootcamp – HGV: ADR (dangerous goods) exam
ii) Z0060441 – DfE Skills Bootcamp – HGV: PDP (petroleum driver passport) exam
e) for pathway G, we need confirmation that the learner has evidenced the learning aim Z0060443 – DfE Skills Bootcamp – HGV: Evidence that CPC has been brought up to date
51: When you meet these criteria, you can record the Skills Bootcamp programme aim as complete.
HGV outcome payments
52: We calculate an outcome payment for a successful outcome of an HGV Skills Bootcamp corresponding to the proportion defined by the contract type shown in Table 10.

53: We will only release this when the learner completes their learning on the HGV Skills Bootcamp as defined by paragraph 49 and an outcome has been achieved as described by the funding rules. For HGV pathways, the learner must also complete the specific requirements for that pathway as described in paragraph 50.
54: To earn an outcome payment for a learner, the learner must meet 2 criteria:
a) the learner must have achieved an outcome eligible for the outcome payment milestone (as described in the funding rules. You record this by adding an ‘Achievement date’ to the latest applicable programme aim in the ILR and you record the ‘Outcome’ using code 1 (‘Achieved’). You must also record the ‘Learning actual end date’ and a ‘Completion Status’ using code 2 (‘The learner has completed the learning activities leading to the learning aim’)
b) the learner must have achieved this eligible outcome as described in paragraph 54a above within 6 months of completing their learning as described in paragraph 49
55: Outcome payments can only be paid up to a fixed point in your contract duration. For the final date you can earn any outcome payment, see your contract.
56: You will earn this funding on the later of these dates:
a) the month of the ‘Achievement date’
b) the month of the ‘Learning actual end date’
Co-funding for all Skills Bootcamps
57: Part of the price of a Skills Bootcamp may be required to be funded by the employer where an employer is upskilling one of their own employees, except where the learner is self-employed. For more information on when an employer is required to pay co-funding for a Skills Bootcamp learner, please see the funding rules.
58: You can see how co-funding will affect the proportion of the price we pay you in Table 11.

59: You must indicate where a learner is eligible for full funding using the ‘Full or Co-funding indicator’ in the ILR:
a) using code 1 – ‘Fully funded learning aim’ – indicates the learner is fully-funded by us and the learner does not have an employer who is required to co-fund the Skills Bootcamp
b) using code 2 – ‘Co funded learning aim’ – indicates the learner is co-funded by us, where we pay a portion of the price, with the learner’s employer paying the remainder
60: If the learner’s employer is a SME with fewer than 250 employees, you must record an ‘Other employment type’ using code 2 in the ILR.
61: The calculation will use the combination of ‘Full or Co-funding indicator’ and the presence or absence of an ‘Other employment type’ code 2 to determine the amount that we will pay for a learner, and how much is due from the employer.
62: Co-funding is based upon the learner’s situation on starting a Skills Bootcamp. The rate is therefore set at the point when the learner starts a Skills Bootcamp. If the employment situation of the learner subsequently changes during the Skills Bootcamp, the rate of co-funding will not change.
63: For example, if a learner were to start a Skills Bootcamp to be upskilled as an employee at a SME, you would receive a co-funding rate of 90% ESFA funding, with 10% due from the employer. If the learner were to leave the employer during the programme, ESFA would still pay 90% of the price assuming the learner completed the course and met the other criteria to generate completion and outcome earnings.
Recording late data in the ILR
64: If a learner is continuing learning at the final R14 collection at the end of the year, but you record in the subsequent ILR year that they should have left in the previous ILR year, you may have earned funding that you need to pay back.
65: For example, at R14 in the 2022 to 2023 ILR you record a learner as starting on 10 July 2023 and continuing. Then in the 2023 to 2024 ILR, you record them as leaving on 13 July 2023. In this scenario, they will have earned a start payment in July 2023 from the 2022 to 2023 ILR that will need paying back.
66: To pay this funding back, please contact your contract manager to avoid further action being taken.
67: For more information on recording late data in the ILR, please refer to ‘The impact of incomplete information’ section in the Provider Support Manual.
Funding reports
68: We will continue to provide funding reports to show you the funding we have calculated for you. These will include a funding summary report and an occupancy report similar to the reports for other funding streams that we currently provide and as described in the funding reports guidance.
69: You will receive a set of reports when you submit your ILR data that will indicate how much you have earned, and which month you have earned funding in. The occupancy report will break this down at a learner level, and the funding summary report will total your funding by Skills Bootcamp over the duration of the contract.
70: The occupancy report will also show how much of the price we will pay, and how much is due from the employer.

Processing and changes at the end of the funding year
72: This section describes what you and employers need to do by the end of the R14 ILR return date. It also describes how we manage changes and calculate payments when 2 ILR years are open at the same time.
Last date for changes
73: The last ILR collection for each funding year is currently ‘R14’. The date you must return each ILR collection to us is in Appendix A of the ILR technical documents, guidance and requirements. For example, for the 2023 to 2024 funding year, the R14 ILR return date is 19 October 2024.
74: You must record any changes that happen up to 31 July in the funding year in the ILR by the R14 return for that year.
75: We will not process any ILR funding that is dated July or earlier, which is generated after the R14 ILR return date. For example, if you do not record an achievement date for a successful outcome of 21 July 2023 until the R04 return of the 2023 to 2024 funding year, you will not be paid the corresponding outcome payment. You must ensure you record dates of events that fall within the 2022 to 2023 year by the close of R14 in the 2022 to 2023 funding year to be paid correctly.
Payment processing after the funding year end
76: There is an overlapping period when you return ILR information about 2 funding years to us; this is from 1 August to the return date of the final ‘R14’ ILR collection.
77: We will add payments from the R13 and R14 transactions to the payments from R02 and R03 ILR returns respectively, and they will be paid at the same time as the R02 and R03 payments.
78: The payment to you in October will combine your R02 and R13 earnings. This should be equivalent to the difference between the year-to-date funding in your R13 to your R12 Skills Bootcamps funding summary report, plus the difference between your year-to-date funding in your R02 and R01 Skills Bootcamp funding summary report.
79: The payment to you in November will combine your R03 and R14 earnings. This should be equivalent to the difference between the year-to-date funding in your R14 to your R13 Skills Bootcamps funding summary report, plus the difference between your year-to-date funding in your R03 and R02 Skills Bootcamps funding summary report.
80: The payment to you in October and November can be seen on your remittance as a single figure, which you can compare against the figures from your funding reports as described above.
81: Where contract capping has been applied, this shown be shown as an additional line with a negative amount on your remittance, and this may reduce the final payment made to you.
