1. Reminder: high needs place change process 2024 to 2025: deadline 10 November 2023
The high needs place change process for 2024 to 2025 closes on 10 November 2023.
This process can be used to notify us of changes to high needs place numbers in ESFA-funded schools and colleges for 2024 to 2025. You can do this by using the MS Excel workbook accessed via the Galaxkey system. We have sent an email notification to local authority contacts detailing how to access the file via Galaxkey.
We have published guidance on the high needs place change process and how to complete the place change workbook.
You can also make requests for changes to hospital education funding through the workbook. The hospital education funding guidance explains the criteria for this.
We have published the spring 2022 census data for high needs pupil numbers in special academies and free schools, and the place numbers for 2022 to 2023 and 2023 to 2024. 2022 to 2023. We issued R06 data to local authorities, with the import/export adjustment for the 2023 to 2024 financial year, in June 2023. You can use this to inform local discussions about commissioning arrangements for 2024 to 2025.
2. Reminder: 2022 to 2023 final reconciliation statements
Thank you for submitting your 2022 to 2023 final funding claim.
Reconciliation statements will be available for you to view on Manage your Education and Skills Funding by the end of November 2023. This will set out the final position for the 2022 to 2023 funding year and inform the funding that is required to repay (if applicable) or over delivery funding that we will pay.
Final reconciliation statements are published following submission of a final funding claim for the following funding streams:
- grant funded - ESFA funded adult education budget (AEB) (adult skills, community learning, 19 to 24 traineeships and Level 3 free courses for jobs offer (previously known as the national skills fund))
- grant funded - advanced learner loans bursary (ALLB)
If you are required to repay funds back to us, we will schedule those repayments from December 2023.
3. Information: additional funding in 2023 to 2024
We have published further details on the additional funding in 2023 to 2024, announced in July 2023. We are providing up to £40 million to support schools in overall financial difficulty by expanding the existing routes available to schools in this position.
This funding is on top of the £525 million schools will already be receiving this year to support them with the 2023 teachers’ pay award.
£20 million will be provided to local authorities who have the most significant maintained school deficits. The remaining funding will be used to expand the existing route for academies in financial difficulty and will be allocated to academy trusts in line with existing criteria and processes.
As usual, where a trust is in serious financial difficulty, they should contact the ESFA, who can provide advice and support on a case-by-case basis.
4. Information: updated high needs benchmarking tool
We have published an updated high needs benchmarking tool.
Local authorities can use this to assess levels of spend and pattern of provision against neighbouring local authorities (both geographically and statistically) and national trends. Analysis of this data can help inform local authorities’ future plans around special educational needs and disability provision and services, and prompt local discussion of how current spending patterns might need to change.
The updated tool includes more recent section 251 data (2021 to 2022 outturn and 2022 to 2023 budget) and special educational needs (SEN) data for January 2023. Data for 2016 to 2017 has been removed.
Please note, because of the move to person level data collection this year, there are some data quality issues which may have an impact on individual local authorities. In particular, data for SEN units and resourced provision are known to be under reported for some local authorities for 2023. There are also some unknown establishment types recorded, which the department is working to resolve where possible.

5. Information: PE and sport premium allocations for 2023 to 2024
We have now published the allocations for PE and sport premium 2023 to 2024..
The conditions of grant set out when the instalments will be paid and the terms and conditions local authorities, maintained schools and academies must follow.
6. Information: schools block national funding formula (NFF) - notional outcomes and impacts – updated COLLECT reports now published
The national funding formula (NFF) COLLECT reports have been updated to reflect the 2024 to 2025 schools NFF and the latest data. This follows the update of the NFF in October 2023, which means that the NFF factor values are now different from those previously published in July 2023. These reports allow schools to see notional NFF funding allocations for their school and local authorities to see notional NFF funding allocations for all schools in their area and the calculation of provisional local authority level allocations.
To gain access to the schools NFF option on COLLECT, please speak to the approver for DfE Sign-in within your school or local authority, who will be able to add the NFF option to your DfE Sign-in account. 7. Information: capital condition funding for 2024 to 2025
We have confirmed the eligibility criteria for School Condition Allocations (SCA) and the Condition Improvement Fund (CIF) for financial year 2024 to 2025 and published details on GOV.UK.
We have also announced the launch of the 2024 to 2025 bidding round for CIF.
Local authorities, larger multi-academy trusts (MATs) and larger voluntary aided (VA) school bodies receive direct SCA to invest in priorities across the schools for which they are responsible. We have notified MATs that are eligible for SCA in 2024 to 2025.
Smaller academy trusts, smaller VA bodies and sixth-form colleges are instead able to bid into CIF. Eligible schools have been invited to bid into the fund for 2024 to 2025. Schools invited to CIF should apply for funding if they have condition investment requirements.
Any academy trusts with questions about eligibility should contact the Department via the contact-us form.
8. Information: ESFA Adult Skills Fund - new arrangements for 2024 to 2025
In the response to the DFE consultation Skills for jobs: implementing a new further education funding and accountability system published in July 2023, the ESFA Adult Skills Fund (ASF) will replace the ESFA Adult Education Budget from August 2024 simplifying the funding and accountability system and giving providers more flexibility to respond to local need.
You do not need to take any action right now. We’ll continue to publish details in the ESFA update. We aim to publish the draft funding rules in March 2024.
There are 2 main parts to the ESFA ASF
1: Skills Fund Adult Core
All formula funded regulated qualifications that include: - the 4 legal entitlements - Free Courses for Jobs - Local flexibility
2: Skills Fund Tailored Learning (further update to follow in November)
- non-regulated provision
- what is currently Community Learning
- what is currently formula-funded AEB non-regulated learning
- and any new employer-facing innovative provision
We can confirm:
- Free Courses for Jobs will remain ringfenced as a separate line within providers’ funding agreements
- ASF will continue to fund learners using the current residency requirements, with eligibility criteria remaining the same for the 4 legal entitlements
9. Information: new funding reports guidance
We have published version 1 of the guidance on the 2023 to 2024 ILR funding reports generated when providers submit a file to Submit Learner Data. This guidance for young people and adult programmes covers:
- 16 to 19 (excluding apprenticeships)
- adult education budget (devolved and non-devolved)
- all apprenticeships
- advanced learner loans bursary
- skills bootcamps
- community learning
The key changes from last year’s reports are:
- added the Devolved Adult Education Destination and Progression Report
- new adult funding line types have been added, and some existing funding line types have changed their names to match policy name changes
- added new columns to the 16-19 Summary of Funding by Student Report to show key information about T level programmes
- ESF Round 2 Aim and Deliverable reports will no longer be produced following the end of ESF Round 2 contracts in April 2023
- added additional detail around the Apps Co-investment Contributions Report
