1. Information: updated schemes for financing schools statutory guidance

We have published an update to the schemes for financing schools statutory guidance for local authorities. Local authorities are required to have a scheme for financing schools, setting out the financial relationship they have with their maintained schools.

Changes to the guidance have been made to reflect updates to policy and legislation.

2. Information: technical change to 16 to 19 maths and English condition of funding guidance

We have made a change to our 16 to 19 maths and English condition of funding guidance that will apply from academic year 2019 to 2020.

The change means that students with a grade 2 or below can study towards a pass in functional skills level 2 or they can still study towards a GCSE grade 9 to 4. Once they have achieved this, there is no requirement to undertake further maths or English qualifications to meet the condition of funding. Those with a grade 3 must still study GCSE only.

This adjustment allows providers and students with prior attainment of GCSE grade 2 and below, to choose which level 2 qualification is most appropriate.

3. Information: adult education budget (AEB) devolution update

From the 2019 to 2020 academic year (1 August 2019), the government will devolve the adult education budget (AEB) to 6 mayoral combined authorities (MCAs) for their respective areas and delegate it to the Mayor of London for the Greater London Authority (GLA). The 6 MCAs are:

  • Cambridgeshire and Peterborough
  • Greater Manchester
  • Liverpool City Region
  • Tees Valley
  • West Midlands
  • West of England

The Department for Education, the Education and Skills Funding Agency, the MCAs and the GLA have agreed arrangements to work together regarding AEB. These are set out in the Memorandums of Understanding, which has now been published.
