1. Action: year-end forecast funding claim for 2018 to 2019

The year-end forecast funding claim window will open on 7 June 2019. You must submit a year-end forecast funding claim by 5pm on Wednesday 12 June 2019.

The claim form will be available on Submit Learner Data (as opposed to the Hub as in previous years). Non-compliance is a minor-breach of your contract.

You will need to submit a claim if you receive funds through:

  • a grant for your adult education budget (AEB)
  • a grant for your 16 to 19 funding
  • a grant with an Advanced Learner Loans Bursary contract
  • a Learner Support contract
  • a Community Learning contract

Once you have submitted your claim you will also be able to view it on the Manage your education and skills funding.

2. Information: learners can now apply for an Advanced Learner Loan for 2019 to 2020

Learners who wish to start eligible qualifications from 1 August 2019 funded with a loan can now apply for an Advanced Learner Loan.

You can find further guidance on the Student Loan Company’s (SLC’s) practitioners website, including useful tools and materials to help you, your colleagues and learners.

3. Information: adult education budget funding rules for 2019 to 2020

We have published version 1 of the adult education budget (AEB) funding rules 2019 to 2020.

The rules apply to all providers of education and training who receive AEB funding from the ESFA.

Version 1 incorporates comments we received on the draft document, which was published for consultation in March 2019. The changes we have made since the draft was published in March are set out in the summary of changes section.

4. Information: update to the end of year 16 to 19 study programmes data

In December, we published our review of end of year 16 to 19 study programmes data for 2016 to 2017. We proposed a change to the young people’s funding guidance for academic year 2019 to 2020 about students with prior attainment in English and maths at grade 4 or above.

In January 2019, we confirmed this would not apply in 2019 to 2020 and we would review whether it would apply in future years.

We can now confirm that we will not make this change. Instead, we will continue to check the delivery pattern using end of year data. We will also review the outcomes of the consultation about post-16 qualifications at level 3 and below in England.

In the meantime, we still expect institutions to provide students with progression and stretch as per the funding guidance. Institutions must therefore recruit students onto the appropriate core aim level.

5. Information: change in payment dates from August 2019

We are changing the date on which we make payments from August 2019.

We are combining the adult payment dates into one and will pay the following funding streams on the 14th working day of the month:

  • adult education budget (AEB)
  • apprenticeships
  • Advanced Learner Loans Bursary
  • European Social Fund (ESF)
  • National Careers Service
  • 16 to 18 traineeships
  • career learning pilots
