1. Action: subcontractor declaration for 2018 to 2019 adult delivery, including apprenticeships and traineeships

Organisations delivering ESFA funded adult programmes, including all apprenticeships and traineeships, must declare their subcontracting arrangements by Friday 23 November 2018. This is the first collection for the 2018 to 2019 year.

You are not able to make any further declarations for the 2017 to 2018 year.

The process for collecting subcontractor declarations is through the Manage your education and skills funding service.

You will need one of the following roles to complete and submit a declaration:

  • contract authoriser
  • contract manager
  • data returns and claims authoriser

2. Reminder: traineeship in-year growth business case window 2018 to 2019 – 16 to 18 mainstream budget

As previously notified, ESFA will be operating a business case process for traineeship in-year growth for providers with an ESFA 16 to 18 contract. The window for submitting business cases for 2018 to 2019 will be open for 4 weeks from 12 November to 7 December 2018.

Providers should submit business cases through our online enquiry form, clearly marked as “Traineeship In-year Growth Business Case”.

Business cases must include supporting evidence of employer support for additional starts in-year, together with evidence of student demand. Business cases without this evidence cannot be supported.

All awards are subject to overall affordability and we expect to inform providers of the outcome in February 2019.

3. Information: 2017 to 2018 list of declared subcontractors

We have published the final issue of the 2017 to 2018 list of declared subcontractors. It is based on information from declarations submitted by providers as part of the second collection for 2017 to 2018.

The list shows subcontractors with contracts worth at least £100,000 in total, with one or more ESFA funded providers of adult education and training services, including apprenticeships and traineeships. The list also includes the individual values of these subcontracts.

4. Information: adult education budget (AEB) devolution update

Both Houses of Parliament recently debated and agreed the orders to transfer certain adult education functions from the Secretary of State to the Combined Authorities.

5. Information: qualifications achievement rates (QAR) reports update

This afternoon (on Wednesday 7 November 2018) we’ll publish version 2 of your final 2016 to 2017 QAR reports and in-year R10 2017 to 2018 QAR reports to the ‘QAR reports’ section of the data returns page on the Hub. Version 2 resolves the issue we previously informed you about.

These interim Excel reports provide the same data as was in the decommissioned Birst dashboards. We have published guidance to help you understand these reports.
