Whilst the UK has now left the EU and is no longer an EU Member State, under the terms of the Withdrawal Agreement the UK retained its obligations under the ‘European Semester’ process.

The 2020 UK National Reform Programme sets out actions that the government is taking to address structural reform challenges facing the UK, in line with a set of country-specific recommendations endorsed by Heads of State or government at the European Council in June 2019.

European Union member states submit a National Reform Programme before the end of April each year, as part of the ‘European Semester,’ a reporting cycle that brings together information on fiscal and structural policies for all member states. The Withdrawal Agreement mandates the UK to continue submit its National Reform Programme during the Transition Period.

The UK National Reform Programme, submitted on 30 April 2020, is drawn from information already in the public domain.
