This independent evaluation of roads reform was commissioned by the Department for Transport.
Evaluation has taken place over 6 years (between 2016 and 2022) and consists of 3 ‘waves’.
Together, these reports present the progress made. Waves 1 and 2 focus on whether reforms, introduced in 2015, have been implemented as intended. Wave 3, the most recent evaluation, focuses on the reforms’ longer-term impacts since they were introduced, particularly user satisfaction and efficiency of delivery.
