Evaluation of the Cycle to Work Scheme

HM Revenue and Customs (HMRC) commissioned research agency Ipsos to evaluate the effectiveness of the Cycle to Work Scheme. The aims of this evaluation were to provide HMRC with an understanding of the demographics of Cycle to Work scheme users, the process of using the scheme, the impact on users’ cycling behaviour, and appropriateness of the current form of the scheme. The evaluation draws on 2 main data sources:

  • survey of Cycle to Work Scheme users
  • qualitative interviews with Cycle to Work Scheme users, eligible non-users and employers

Fieldwork took place between July to September 2022.

To complement the evaluation, economic analysis of the Cycle to Work Scheme was conducted between June and September 2022 to improve understanding of the economic incentives and potential outcomes of the scheme.
