This early evaluation report of the Great Western Route Modernisation (GWRM) focuses on the initial performance of the long-distance service elements of the programme and provides an assessment of its benefits and outcomes.

The findings are that the programme broadly met its objectives regarding passenger benefits, including:

  • significant journey time reductions
  • enhanced service levels
  • improved punctuality and reliability
  • reduced carbon emissions

The evaluation report covers the period to December 2019, prior to the impact of COVID-19 on passenger demand.

It was produced by Systra on behalf of the Department for Transport, which uses monitoring and evaluation to collect evidence about the effectiveness of our interventions in achieving their intended outcomes.
