Details

Green paper support contracts were commissioned by the Department for Education to support the pathfinder teams working on reforms to the special educational needs and disability (SEND) system.

SEND reform proposals were trialled in 20 SEND pathfinder sites covering 31 local authority areas. Pathfinder activity included:

  • the development of an improved assessment process
  • an education, health and care plan (EHCP) for use with children and young people from birth to 25 years old

It also aimed to improve:

  • engagement with the voluntary and community sector and families and young people
  • multi-agency working
