In May 2020, the government pledged £750 million to ensure the Voluntary, Community and Social Enterprise (VCSE) sector could continue delivering their vital work supporting their service users during the coronavirus (COVID-19) pandemic.

The funding had the objective of helping these organisations to continue their day-to-day activities, despite increased demand due to COVID-19, alleviate pressure on the NHS and reach those most vulnerable.

The National Centre for Social Research (NatCen) and RSM UK Consulting have been commissioned to carry out an evaluation of this funding package. The evaluation looks at the difference made to recipient organisations (and where possible service users), as well as assessing what lessons can be learned for future funding initiatives.

This Scoping Report document provides an overview of the funding package, and sets out the research plan and Theory of Change for this evaluation.
