HM Revenue and Customs (HMRC) commissioned the independent research organisations Kantar Public and Ipsos to undertake quantitative, qualitative and econometric evaluations of Venture Capital Schemes (VCS).
The evaluations covered:
- whether the schemes address the market failure of early-stage businesses struggling to raise finance
- whether the schemes lead to improved growth and performance outcomes
- whether the schemes are proportionate in meeting their aims of supporting early-stage businesses
- businesses’ and investors’ experiences of using the schemes
The evaluations included surveys and interviews with both businesses who had received investment through the schemes and those who had invested through the schemes, as well as econometric analysis.
