Authorised allowances
The kinds of allowances determined by the Secretary of State as payable for the purposes of section 4D(1) of the Fire and Rescue Services Act 2004 can be found in the table in the attached Determination.
Chief executive approval
The commissioner’s chief executive should subject all of the commissioner’s claims for expenses to rigorous verification and auditing.
The requirements are the same here as for the functions exercised by the Chief Executive in respect of the expenses for a Police and Crime Commissioner.
Publishing allowances
The Fire and Rescue Authority (Police and Crime Commissioner) (Application of Local Policing Provisions, Inspection, Powers to Trade and Consequential Amendments) Order 2017 modified the Elected Local Policing Bodies (Specified Information) Order 2011 (“2011 Order”) so that “relevant office holder” means in the case of a section 4A fire and rescue authority, the person who is for the time being the police and crime commissioner for the relevant police area and “elected local policing body” means “the section 4A fire and rescue authority. Paragraph 1(d) to the Schedule of the 2011 Order specifies that the allowances paid to each relevant office holder in respect of expenses incurred by the office holder in the exercise of the body’s functions must be published.
