This report presents a summary of findings from a survey of victims of fraud and cyber crime who reported their crime into Action Fraud, the national reporting centre for fraud and cyber crime, between July 2017 and May 2018. Some surveyed victims also went on to receive support from law enforcement and the National Economic Crime Victim Care Unit (NECVCU), a pilot designed to deliver services to primarily vulnerable victims. The survey explores:

  1. The scale and nature of impacts experienced by victims of fraud and cyber crime.
  2. What support is needed by victims to mitigate impacts.
  3. Victim perceptions of advice and support received from the NECVCU, Action Fraud and law enforcement.

The research aims to help inform best practice in the provision of support to victims of fraud and cyber crime.

This research was commissioned by the last Conservative government, and prior to 5 July 2024.
