The aim of the research study was to better understand and identify the facilitators and barriers to implementation and quality delivery of Offender Management in Custody (OMiC). The findings indicate that leadership, prison culture, and the availability of staff who are skilled, motivated, and empowered are key factors affecting delivery of OMiC. Strong leadership has been established as a critical driver for culture change in prison, as have relationships as the foundation for safe and decent prisons.
