This research studies the impacts of:

• scrapping tuition fees for students from poorer backgrounds
• increasing the generosity of maintenance support for poorer students
• a major reform to university admissions

It does this by modelling how students and universities select each other and simulating the impacts of hypothetical policy reforms.
