The review was announced by Lord Green in a written ministerial statement on 9 October 2013. It forms part of the government’s commitment on public bodies reform to review at least once every three years the role, functions and operations of public bodies. It was conducted in line with Cabinet Office guidelines.

The review concluded that the functions performed by the EGAC are still required and that it should be retained as an advisory non-departmental public body (NDPB). The review also considered the EGAC’s governance arrangements in line with Cabinet Office guidance on good corporate governance and made recommendations in this respect.
