The Ministry of Justice commissioned Ipsos UK to conduct a qualitative research study to explore the attitudes, knowledge and experiences of individuals and small to medium size enterprises (SMEs) which have brought cases to the civil and family courts. A behaviour-research approach was adopted, using the ‘COM-B model’ of behaviour change.
This report presents the findings from this research and provides up-to-date evidence on users’ decisions to seek redress through courts, and what role costs, including court fees, played in these decisions.
