1. Overview

The overall aim of the Europe International Programme is to support British Missions in Europe to deliver against country business plans, to pursue diplomatic goals in European capitals and support HM Government engagement and influence in Europe.

2. Objectives on Europe

The objective of the FCDO Europe International Programme is to deepen our bilateral relations and promote UK interests in Europe.

As well as funding projects that support specific policy outcomes, the Europe International Programme helps Posts gain access to key stakeholders, influence opinion, and create networks that open opportunities for further engagement, complementing traditional diplomatic activity and initiatives.

3. Official Development Assistance (ODA) and Europe International Programme

FCDO Europe International Programme is entirely non-ODA funded in FY 2023 to 2024.

4. Europe Project Objectives for FY 2023 to 2024

The Europe International Programme aims to strengthen frontline diplomacy in Europe through engagement events and campaigns planned on priority areas within Posts’ individual country bilateral strategies.

The programme’s policy objectives for financial year 2023 to 2024 aim to promote bilateral cooperation on shared priorities such as climate, open societies, security and prosperity.

5. Europe International Programme during FY 2022 to 2023

In financial year 2022 to 2023, the Europe International Programme had a non-ODA budget of £1.3 million and no ODA funding. Thirty-nine Posts delivered projects in the European network.

A sample of key achievements of projects run by Posts across Europe, in financial year 2022 to 2023, include:

  • promoting commercial opportunities and collaboration by showcasing UK technologies and solutions, including with Hungary’s space technology sector and Belgium’s Clean Tech sector

  • raising awareness of climate action, including creating Smart Climate Community Hubs across Slovakia and supporting maritime clean-up efforts in Malta

  • advancing the rights of women and girls and championing gender equality, including providing grassroots female leaders and change-makers in Poland with opportunities to network with senior influencers, delivering specialised judicial training to help tackle domestic violence in the Czech Republic, and bringing together experts to discuss ways to tackle digital gender-based abuse in Italy

6. Europe programme allocation for FY 2023 to 2024

The non-ODA budget for the Europe strand of the International Programme for financial year 2023 to 2024 is £1.17 million. There is no ODA budget for the Europe International Programme in fiscal year 2023 to 2024.
