Details

On behalf of the Department for Culture, Media and Sport (DCMS), the British Film Institute (BFI) commissioned Nordicity and Saffery Champness to undertake an impact evaluation of the Film and TV Production Restart Scheme.

The scheme was announced on 28 July 2020 and officially commenced on 16 October 2020. Registration for the scheme closed on 1 May 2022, and registered productions had until 30 September 2022 to submit claims.

The scheme’s aim was to enable UK film and TV production to restart following disruptions caused by COVID-19 and the absence of commercial insurance for COVID-19-related risks. It did this by providing compensation to registered production companies for eligible losses they incurred. The scheme supported 1,259 productions and 452 claims were submitted.

The evaluation had two distinct elements:

  1. Impact evaluation: to assess whether the scheme achieved its desired outcomes and whether it had any unintended consequences (positive or negative).

  2. Economic evaluation: to measure, in monetary terms, the scheme’s impact on the production industry and UK economy relative to its delivery costs, and thereby assess the extent to which it represented value for money for taxpayers.

In addition to the economic analysis of the scheme, the evaluation report includes a number of recommendations for similar types of interventions in the future.
