This scheme related to flooding during the winter of 2013 to 2014 only.

This guidance explains how households and businesses can apply for a repair and renew grant of up to £5,000 if they were affected by the flooding during winter 2013 to 2014.

The attached letter from the Association of British Insurers explains that the Repair and Renew Grant will not directly lead to increased insurance costs. It strongly encourages those affected to use the grant to help them improve the resilience of their properties against future flooding.
