The requester asked for any written communications, including emails, between Monitor and the Department of Health (DH) regarding the publication of the report on the performance of NHS foundation trusts for the first quarter of 2015/16.

The information disclosed consists of emails between Monitor and DH regarding a response to a parliamentary question concerning publication of the report.

Other communications have been withheld primarily on the basis that disclosure would inhibit the free and frank exchange of views for the purposes of deliberation.

10 May, 2016: On review, the initial decision to withhold some of the information under sections 36(2) and 40 was upheld.
