FOI 0803-15 explains that from August 2014 until the referendum, UK civil servants were subject to purdah restrictions which limited their communications on this issue. It releases a digest of emails with some information withheld under section 21 (information accessible by other means), section 27 (international relations), section 28 (relations with the UK), section 35 (formulation of government policy) and section 40 (personal information) of the Freedom of Information Act 2000
