FOI ref 0032-15 explains that zero hours contracts are used when specialist expertise with a fluctuating workload is required such as, the NATO summit or reviewing historic documents for public release. The contracts represent the best value for the taxpayer and terms are mutually agreed with the employee. The FCO currently employs 44 staff on zero hours contracts in (Greater) London and a breakdown according to grades is given. The number of staff currently employed by the FCO in Greater London is 2461
