This memorandum explains to the Foreign Affairs Committee the changes in FCO budgets as part of the Treasury’s 2020 to 2021 main estimate.

Details

This memorandum is a formal part of the main estimates process through which Parliament approves departmental annual budgets.

It is divided into 3 sections:

  • Foreign & Commonwealth Office (FCO) objectives, budgets, main areas of spending and drivers for changes in spending including efficiency initiatives

  • detail on budget changes presented in the main estimate, in particular additional funding from the Treasury and budget transfers between central government departments

  • how FCO spending relates to performance against priorities and also gives details of major FCO projects

The memorandum is a formal part of the supply estimates process. The FCO presents it to the Foreign Affairs Committee twice each year. This memorandum gives further explanation to the FCO’s entry in HM Treasury’s main Supply estimates 2020 to 2021 presented to Parliament on 4 May 2020.
