This memorandum gives further explanation of the FCO’s information in HM Treasury’s 2019 to 2020 Supplementary Estimates presented to Parliament on 12 February 2020.

It is a formal part of the supplementary estimates process that Parliament uses to approve in-year changes to departmental annual budgets. The Foreign & Commonwealth Office (FCO) presents the memorandum to the Foreign Affairs Committee twice each year.

It is divided into 3 sections:

  • FCO objectives, budgets, main areas of spending and drivers for changes in spending including efficiency initiatives

  • detail on budget changes presented in the Supplementary Estimate, in particular additional funding from the Treasury, funding returned to the Treasury and budget transfers between central government departments

  • how FCO spending relates to performance against priorities and also gives details of major FCO projects
