The documents explain how the government will help disabled people fulfil their potential by working in partnership with:
- individual disabled people and those that support them
- business
- the voluntary sector
- wider civil society
- disabled people’s organisations

Action plan
The action plan explains the progress that has been made and how the government plans to encourage and support further work, including that of the Disability Action Alliance.
Indicators
The indicators in the technical annex (Outcome and indicator framework) will help to measure progress and show where work needs to be done. The indicators cover:
- education
- employment
- income
- health and wellbeing
- choice and control
- inclusive communities
These indicators replace the archived disability equality indicators.
