Details
These further directions have been made by the Secretary of State in accordance with his powers under section 15 of the Local Government Act 1999 to address failures by the council to comply with its best value duty.
An accompanying covering letter sets out the circumstances in which the Secretary of State has made these further directions, his reasons for this exercise of his powers, and the implications of the further Directions for the Authority. Sir Ken Knight, Max Caller CBE, Chris Allison CBE and Alan Wood CBE have been appointed as commissioners for the purposes of these directions.
Also attached are the representations that the Secretary of State received from the council, and letters from the Labour Group at the council, and from Councillor Peter Golds. These are referenced in the covering letter.
Following the judgment of the Election Court on 23 April 2015, the Secretary of State has also, in a letter of 29 April 2015, proposed additional intervention powers for the Commissioners to order Tower Hamlets to take any actions needed to safeguard good governance throughout the council until a new mayor and top officer team are in place and fully bedded in.
