Following the Spending Review in November 2015, FCO Permanent Under Secretary Sir Simon McDonald asked former British Ambassador Tom Fletcher to lead a wide and open consultation with staff and others on how the FCO can improve its processes and structures in order to provide a world class diplomatic service for years to come.
