General authorisation for OVs and ATTs: pre- and post-movement TB testing of cattle

General authorisation allowing Approved Veterinary Surgeons (and Approved Tuberculin Testers in England and Wales) to undertake compulsory pre- and post-movement testing of bovine animals
In accordance with article 10 (3) of the Tuberculosis in Animals (England) Order 2021, the Secretary of State for Environment, Food and Rural Affairs hereby gives written consent to all Approved Veterinary Surgeons (article 3 of the Order) and Approved Tuberculin Testers (section 89 of the Animal Health Act 1981) to carry out Tuberculosis (‘TB’) testing of bovine animals in accordance with articles 19 (pre-movement testing) and 20 (post-movement skin tests in the low risk area) of the Order.
In accordance with article 26 (a) of the Tuberculosis (Scotland) Order 2023, and the Scotland Act 1998 (Agency Arrangements) (Specification) Order 2013, the Secretary of State for Environment, Food and Rural Affairs hereby gives written consent to all Approved Veterinary Surgeons (article 3) to carry out Tuberculosis (‘TB’) testing of bovine animals in accordance with articles 9 (pre-movement testing) and 10 (post-movement testing) of the Tuberculosis (Scotland) Order 2023.
In accordance with article 15 (3) of the Tuberculosis (Wales) Order 2010 (as amended), the Welsh Ministers hereby give written consent to all Approved Veterinary Surgeons (article 2A) and Approved Tuberculin Testers (section 89 of the Animal Health Act 1981(as amended)) to carry out Tuberculosis (‘TB’) testing of bovine animals in accordance with article 13 (pre-movement testing) and article 13A (post-movement testing in the low TB area).
Approved Veterinary Surgeons (and Approved Tuberculin Testers in England and Wales) are hereby generally authorised to undertake such TB testing on the following basis:

That bovine animals are tested no less than 60 days after any previous tuberculin skin test.

Approved Veterinary Surgeons (and Approved Tuberculin Testers in England and Wales) are satisfied that the herd from where the bovine animals are to be moved from is not under TB movement restrictions; and

Having carried out such a test, the result of that test must be reported immediately to the Animal and Plant Health Agency.
This general authorisation can be withdrawn at any time and cannot be relied upon by an Approved Veterinary Surgeon (or an Approved Tuberculin Tester in England and Wales) who is subject to suspension or revocation in their role as an Official Veterinarian (or as an Approved Tuberculin Tester in England and Wales).
This authorisation does not cover TB testing undertaken for other statutory purposes or other types of lawful privately-funded TB testing.
This general authorisation applies from 18 May 2023.
