The document reports the findings of an independent review (conducted by Sheila Drew Smith OBE) of governance proposals made by the Independent Police Complaints Commission (IPCC) in response to the Triennial Review of the IPCC. Sheila’s review was commissioned by the Home Secretary in August 2015.

The document is for anyone with an interest in how the IPCC is organised and structured, or anyone affected by the government’s reforms to the police complaints and discipline system.
