On 23 June 2011 the Office of the Children’s Commissioner (OCC) published ‘I think I must have been born bad’, a report into the emotional well-being and mental health of children and young people in the youth justice system.

The report contained 19 principal recommendations for the Ministry of Justice (including the National Offender Management Service), the Youth Justice Board and the Department of Health.

This is the joint Governmental response to each of these.
