It explains:

  • the importance of an effective competition policy to any industrial strategy
  • describes the relevance of competition-based merger control in such a strategy
  • sets out the UK’s current regime for public intervention in mergers on non-competition grounds and identifies some policy considerations relevant to review of this regime
