This report was commissioned by Vince Cable, the Secretary of State for Business Innovation and Skills, as part of the Government’s wider ‘Transparency and Trust’ agenda.

The report was carried out by Teresa Graham CBE and considers the full economic impact of the process and makes six recommendations for reform by the insolvency industry.

Also published here is research produced by the University of Wolverhampton, which supported the recommendations.
