The Green Homes Grant Voucher Scheme (GHGV) is 1 of 4 ‘Green Economic Stimulus’ programmes launched in 2020 to help homeowners install energy efficiency improvements and low carbon heat measures in their homes, and support the country’s economic recovery from COVID-19.

The former Department for Business, Energy, and Industrial Strategy commissioned Ipsos, in partnership with University College London (UCL), Building Research Establishment (BRE), and the Energy Saving Trust (EST), to conduct a process, outcome, and economic evaluation of the scheme that was completed in June 2023.

Final impact and economic evaluation report / Technical annex

This report covers:

  • fuel poverty
  • energy, carbon, and bill savings
  • health impacts
  • quality of installation
  • benefits to market
  • value for money
  • consumer demand for the scheme and onward consumer preferences

Process evaluation report

Evidence in relation to scheme uptake, delivery, and implementation. It covers the period from scheme launch on 30 September 2020 to early August 2021.

This report includes technical annexes.

Interim outcome and economic evaluation report

Emerging evidence about the extent to which the scheme’s anticipated outcomes occurred, focusing on:

  • the aims and reach of the scheme
  • demand for the scheme and supply
  • benefits to households and energy use behaviour
  • quality of installation and service
  • benefits to the market
  • value for money

This report includes technical annexes.
