This report sets out the findings of the Commissioner’s review and makes recommendations for the improvement of children’s social care services in Halton.
It follows a report by Ofsted that judged the overall effectiveness of the council’s children’s services to be inadequate.
The Department for Education issued a statutory direction to Halton Borough Council in August 2024 and issued a revised statutory direction in February 2025.
