The report states that Highways England has performed well in the first year of the second road investment strategy (RIS2), including:
- maintaining a functioning network to support the movement of goods and key workers in response to the coronavirus (COVID-19) pandemic
- adapting its working practices to ensure critical enhancements and maintenance work have continued safely despite the challenges and restrictions of the COVID-19 pandemic
- performing well against its key performance indicators and making good progress in delivering the smart motorway action plan.
