It covers the financial year from 1 April 2015, when Highways England (HE) became the highways authority for the Strategic Road Network, to 31 March 2016.

The report builds on advice from the Office of Rail and Road (ORR) in its role as Highways Monitor, Transport Focus in its role as road user watchdog and Highways England’s own assessments of its performance.
