The IPP Annual Report details the achievements and challenges found in the delivery of the IPP Action Plan over a 12-month period ending in March 2024. The report was written on 22 April 2024, under the previous Government. The IPP Action plan was commissioned in September 2022 after the Justice Select Committee released a report on IPP sentences, which made a series of recommendations, one of which was to publish an Action Plan.
The newly refreshed Action Plan puts a greater emphasis on effective frontline delivery and gives clearer guidance on how HMPPS’ systems and processes can effectively support those serving an IPP sentence to maximise the chances of a sustainable release and eventual termination of their licence conditions.
This report details the key achievements made through the Action Plan. This includes, providing further access to HMPPS Psychological Services for IPP offenders to aid rehabilitation and outlines new operational delivery plans to help get prisoners to the right prison to access the rehabilitation support they need. It also highlights a new internal IPP database which was created to help management better track the progress of their IPP population and increase transparency of the number of people on license in community and those eligible for termination.
