Allocations of UK-wide allocation of £120 million funding for Ukraine and Homelessness pressures 2024 – 2025: technical note

Background 

In February 2024 a £120 million UK-wide fund was announced for 2024-25 to help councils address homelessness pressures and support Ukrainians into settled accommodation in 2024/25, including funding for Scotland, Wales and Northern Ireland.  

This document provides a technical description of how we calculated the funding allocations across the United Kingdom. In recognition that this is a devolved responsibility, the funding allocations for Scotland, Wales and Northern Ireland will be paid to the respective Devolved Administrations as part of the Main Estimates process. 

Methodology  

We have calculated the allocations in three stages: 

  • The £120 million is split: 34% (£40.8 million) for Ukraine homelessness pressures (UK wide) and 66% (£79.2 million) for domestic homelessness pressures (England only).
  • The £40.8 million Ukraine portion is then distributed across the United Kingdom according to Homes for Ukraine (HfU) arrivals as at September 2023.
  • The total share for English Local Authorities is made up of the England share of the £40.8 million and the £79.2 million for domestic homelessness pressures and is distributed according to the following:
  • The majority (66%) according to local authority relative shares for the 24/25 allocation of the core Homelessness Prevention Grant
  • The remaining (34%) to local authorities according to published HfU arrivals

These splits have been chosen to reflect both Homes for Ukraine arrival numbers and wider homelessness pressures.  

1. UK allocations - £40.8 million

The overall £40.8 million is apportioned across the UK based on the number of HfU arrivals at 26th September, except those in Northern Ireland1 where the data on arrivals at 30th September has been used. The data for Northern Ireland is locally held management information which is collated as part of our quarterly payments process and is currently not published.  

2. England allocations – £109.1 million

The total England allocation is made up of both the England portion of the UK allocations (methodology outlined above) and the portion allocated for domestic homelessness pressures. This total allocation is then allocated according to the below: 

First 66% 

The first 66% of the c.£109.1 million funding for England is allocated according to the split of Homelessness Prevention Grant (HPG) allocations for local authorities in 2024-25. See: Homelessness Prevention Grant 2023 to 2025: technical note  

Second 34%

Local authority mergers 

There have been no relevant local authority mergers between financial years 2023/24 and 2024/25.
