Allocations of UK-wide allocation of £150 million homelessness prevention funding 2023 to 2024: Technical note

Background

In December 2022 a £150 million UK-wide fund was announced for 2023 to 2024 to help local authorities and the devolved administrations support those on the Homes for Ukraine (HfU) scheme and others move into their own homes and to prevent the risk of homelessness.

This document provides a technical description of how we calculated the funding allocations across the United Kingdom. In recognition that this is a devolved responsibility, the funding allocations for Scotland, Wales and Northern Ireland will be paid to the respective devolved administrations as part of the Supplementary Estimates process.

UK-wide allocation of £150 million homelessness prevention funding 2023 to 2024

We have calculated the allocations in 2 stages:

  • the £150 million pot is split across relative HfU arrivals at the beginning of the 2023-24 financial year across the United Kingdom
  • the share for English local authorities is distributed according to the following:
    • the majority (66%) according to local authority relative shares for the 2023 to 2024 allocation of the Homelessness Prevention Grant
    • The remaining (34%) to local authorities according to published HfU arrivals

These splits have been chosen to reflect both Homes for Ukraine arrival numbers and wider homelessness pressures. For local authorities in England that have recently merged, allocations are calculated as the sum of what would have been allocated for their constituent parts. See below for a list of local authority mergers.

1. UK allocations - £150 million

The overall £150 million is apportioned across the UK based on the number of HfU arrivals at 4 April 2023, except those in Northern Ireland[footnote 1] where the data on arrivals at 5 April 2023 has been used. The data for Northern Ireland is locally held management information collated by the Executive Office for Northern Ireland which is currently not published.

2. England allocations - circa £109 million

First 66%
The first 66% of the circa £109 million funding for England is allocated according to the split of Homelessness Prevention Grant (HPG) allocations for local authorities in 2023 to 2024.

Second 34%
The second 34% of the circa £109 million funding for England is allocated according to local authority published HfU arrivals on the 4 April 2023(ODS, 47.8KB).
