The government is committed to preventing and reducing homelessness. That is why we are implementing the most ambitious legislative reform in decades, the Homelessness Reduction Act, which will commence in April 2018.
The government will provide £72.7 million to local authorities to meet the new burdens costs associated with the additional duties contained within the Act over the course of the Spending Review. It is anticipated that the new duties to prevent homelessness will lead to savings for local authorities thereafter.
The local authority allocations cover 2017 to 2018, 2018 to 2019 and 2019 to 2020. The new burdens assessment explains how we calculated the overall funding and the methodology note explains how the funding is distributed between local authorities.
The government has completed a separate new burdens assessment on the application of the duty to refer on social service authorities. The government will not be providing additional funding to local authorities for the duty to refer as the assessment concluded that the cost of referrals will be offset by savings as a result of preventing and resolving homelessness for actual and potential social care clients.
