The Framework Document sets out:

• Homes England’s mission and objectives
• the parameters within which Homes England is expected to operate
• obligations which Homes England is expected to comply with
• the relationship between the Department for Levelling Up, Housing and Communities and Homes England
• the manner in which it is expected that the Department for Levelling Up, Housing and Communities (in its capacity as Homes England’s sole sponsor) and Homes England will interact with each other
